According to the Luton Airport site …
Do you have drinking water fountains?

Yes, we have drinking water fountains just after Security. You’ll find them beside the lifts to the Departures Lounge.

After the main duty free shop, near the toilets (opposite of ‘collection’ shop), there is a water fountain
