There are drinking water fountains near toilets. You can easily refill your bottle or just drink there.

Yes free water refills are given by Burger King. You must supply your own plastic bottle. Well done Burger King Bilbao!

Burger King is currently closed in Bilbao Airport, (covid I assume). However, I asked in “Exploring The World” cafe and though the man initially said they aren’t supposed to, he did begrudgingly fill my bottle. I was buying a coffee though so I think if I wasn’t a customer he would have said no (perhaps also if I hadn’t asked in Spanish?)

Burger King employees filled up the bottle. No questions. Did not even buy anything from them.

Burger King filled up my bottle for free when I asked them. We had purchased food, not sure if this affected the fact it was free but they were very willing to fill up from the tap for me.
